You will need to connect the green wire to the right taillight in order to have both a signal and a complete circuit. Otherwise you will experience the problem you are having.
Usually the yellow wire is left turn and stop (on a two wire system) and the green wire is right turn and stop when using a wiring harness like the Tow Ready Custom Fit Vehicle Wiring, # 118496, which is the custom fit for your 1998 Toyota T-100. I talked to my contact at Reese and he said that most likely the problem is the direction the pull pins on your Reese 5th Wheel Trailer Hitch with Square Tube Slider - 16,000 lbs, part # RP30051, are installed. He said to check and make sure that the clip on the pull pins are on the outside of the rails, and that if they are installed with the clips on the inside of the rails, that will cause the slider to stop operating.
